    Mr. Wadia has studied the right case. In 1943 there was no provision for 50 year monthly rental; and in case a special provision was made for Mr. Wadia's ancestors, the government would have had to get explicit permission of the owners before leasing it out. The question of najrana does not arise so late into the tenure of the supposed lease since (1) being within Municipal limits, this is not an agricultural zone and (2) najrana is only payable at the time of purchase.
